HOW TO GET A NEW NBI CLEARANCE?
NOTE:
The Philippine Consulate in Sydney only provides NBI Fingerprint Form 5 for obtaining an NBI Clearance. We do not issue NBI Clearance. Please read the procedure first prior to booking an appointment.

For Filipinos (blue fingerprint form 5)

For foreigners who lived in the Philippines (white-red fingerprint form 5)
All NEW APPLICANTS are advised to apply at the main branch of the NBI in the city of Manila.
If you have the original copy of your NBI Clearance, we can check its expiry date.
NEW APPLICATION
If this is 2016 or earlier, you are a NEW APPLICANT, follow these instructions:
Find an acquaintance (relative or friend) in the Philippines who can process the NBI Clearance on your behalf.

Book an appointment

Go to the Consulate in Sydney and bring a 2x2 picture (white background and taken within the last 3 months) because it will be attached to NBI Form 5.

This has a fee of 45$ AUD (cash or card)

This does NOT require an Auspost Envelope. So please don't bring an envelope.

After you fill out the Form 5, have your fingerprint taken, and make the payment, it will be returned to you to be sent out to your contact (relative or friend) in the Philippines.

Send Form 5 along with a photocopy of the data page of your VALID Philippine passport and an authorization letter (handwritten or computerized). It should be mentioned in the authorization letter that it is "to file and collect." This means that the person you instructed to file will also be the one to collect your clearance from the NBI on the day of release.

And he can send it directly to your address here in Australia.
If you do NOT have anyone in the Philippines to process your NBI Clearance, it can be sent directly to the NBI agency in Manila, follow these steps:

You will send this to:
National Bureau of Investigation
Mailed Clearance Section, 3rd Floor,
NBI Clearance Building
UN Avenue, Ermita, ManilaPhilippine 1000 -
Included are the following
- Expired original NBI Clearance (for renewal) or the NBI fingerprint form 5 (for New)
- Photocopy of the data page of your Philippine passport
- 200 PHP or its equivalent in US dollars
- 2 pcs.2x2 picture (white background and taken within 3 months) -
This will take five (5 days) excluding the day of dispatch.

After the NBI receives and processes your application, they will send it back to you at your address here in Australia.

The NBI Clearance can be double-checked once it has been received. It should have a dry seal or embossed NBI logo.

You need to put your fingerprint (thumb) on it before passing it to the office or agency you are submitting it to.
No ability to go to the Consulate to get the NBI fingerprint Form 5 because you are far away?
You can request the Consulate to send you the NBI fingerprint Form 5, just follow these steps:

Make a letter request or a letter asking for NBI Form 5 from the Consulate

Indicate in the letter if you are Filipino or a foreigner
Include Proof of nationality (copy of the data page of your VALID passport, either Philippine or foreign passport) -
Send this to the address the

Don't forget to include an extra AUSPOST self-addressed stamped envelope inside the envelope. This will be used to send you the NBI fingerprint Form 5

Once we receive your request, we will send you a blank NBI fingerprint Form 5 using the extra envelope you provided.

Go to the nearest police station and bring NBI Form 5.

Have your fingerprint taken in front of a Police Officer (they should not forget to initial the form as proof that the fingerprinting was done in front of them).

Return/send the accomplished NBI Form 5 to the Consulate address along with the following:

Processing fee of 45$AUD in postal money order

Proof of nationality (copy of the data page of your VALID passport, either Philippine or foreign passport)

Extra self-addressed stamped envelope. This will be used to send back to you the NBI fingerprint Form 5 signed by our Official (Consul or Vice Consul)

After you received (returned) the accomplished/signed NBI Form 5 to you, you ca now send it out to your contact (relative or friend) in the Philippines to process it on your behalf

And follow the process for NEW APPLICATION above (1-7)
Why is 200php being sent to the NBI?
NBI Clearance processing fee – 130 PHP
Mailing cost – 70 PHP
How long will it take to get the NBI?
Five days at the NBI, not including the travel time (this is if there are no issues at the NBI)
What if there are changes to the details of the NBI Clearance such as status, name, date of birth, etc.?
Just follow the NEW APPLICATION process above (1-7)
